Article: Plans for dog walking paddock divide opinion in Meon Valley
Malcolm voiced his opinion on plans for a dog walking paddock in Forest Road, Swanmore.
He said..”The potential noise impact has not been properly assessed and could have a significant impact on the quality of life/health and wellbeing of residents in neighbouring properties.”                                                                  https://www.hampshirechronicle.co.uk/news/23220964.plans-dog-walking-paddock-divide-opinion-

Article: Winchester electric bus trial delayed due to worldwide shortage.
On discussion about the trial now taking place in Spring, Malcolm said “Traffic is the single largest source of greenhouse gas emissions in Winchester, with the latest data showing that transport makes up 57 per cent of all CO2 emissions in the district. The electric bus trial should be an exciting step towards decarbonising our public transport. Not only helping us to reduce our carbon footprint, but also improving local air quality. “However, a lot more is needed going forward. In their draft Local Transport Plan, Hampshire County Council stated that national policies on moving to zero emission vehicles won’t get us far enough quickly enough, and a 10 per cent reduction in car use is required between 2019 and 2030..
Achieving this goal requires a coordinated response across all aspects of local transport (walking, cycling, trains and buses) to ensure that residents have improved options available for getting around. So, electric buses will be a step in the right direction, but there’s a long way to go.” https://www.hampshirechronicle.co.uk/news/23268293.winchester-electric-bus-trial-delayed-due-
worldwide-shortage/ Article: Winchester City Council confirm carbon offsetting is last resort
Malcolm said: “I have reservations over using the budget to offset carbon emissions. We need to cut our emissions as fast as we can. In order to do that, we need to invest in projects that make the biggest impact on our carbon emissions. Interventions range from more energy efficient homes and more electrical vehicle charging points. I urge the council to pause carbon offsetting and invest more
in district-wide interventions.” https://www.hampshirechronicle.co.uk/news/23279487.winchester-city-council-confirm-carbon-
